New dead battery - Li-ion

At long last the brand new, Chinese made, Walkera 36 arrived in South Africa. We, my son and I, are new to this hobby, except for countless hours on the fs. Unpacked the heli, read thru the user handbook (sic). Connect the charger to the battery and to the mains. The one and only green LED on the charger comes on and stays on for the past two hours. The charger does not overheat, the battery is not even warm to the touch. Connect the battery to the heli - nothing! Now what? An AVO reading on the battery gives a reading of 10.8V. Can anybody help? Faulty battery, faulty charger or faulty electronics on the heli?
