Help With Blade

I am new to rc helicopters and i have a problem with the tail rotor, it won't respond to the controller input. and it dosen't spin fast enough to make the helicopter stop spinning, I have checked the connections, checked the mixers, I also put in a new tail rotor engine. Please help!!

1st make sure that the connections are tight.
2nd make sure the pitch is not over 15 degrees
3rd make sure the pitch is not too high on the tail rotor usually around 13 degrees
4th if nothing else works you may have a bad Tx, or have to go brushless on that tail (go brushless on the main motor as well)
