Take out the shafts and spin each motor by hand. A few things could make that problem. Tight motor, Tight clearance with motor and gear or a bad bearing. I'd bet it one of the first two. If both motor turn the same by hand, then try a new outer shaft. The outer shafts come with a gear.
If you have the tight gear problem with a new gear, I would oblong one screw hole for that motor (just a tiny bit) to give a teensy bit more clearance.
